Host a Legislative Forum this fall

With the recent increase in legislation affecting local governments, it is critically important that you get to know your legislator and their goals before session starts. Remember: it is best to know your legislator and build goodwill outside of session when there is no "ask" to be made.

One excellent way to start a conversation and build goodwill is to host a legislative forum or roundtable. Several cities already have one scheduled, but there is still plenty of time before the 2024 session.

Iowa’s Revenue Estimating Conference, comprised of David Underwood, Kraig Paulsen, and Jennifer Acton, met on October 12 to release State Revenue projections.

October’s projections will not be used by either the Governor or the Legislature to craft a budget in 2024. Those Figures will be released in December ‘23 and March ‘24 respectively.

While October’s projections are not used to craft budgets, they did show an increase in FY23 actuals. Largely due to tax cuts, the State’s future revenues are expected to decrease by 2.5% in FY25.

While LOSST is not a perfect comparison to State Sales Tax, the October REC did forecast State Sales for FY24 to be 6.6% higher than FY23 actuals and 5.5% increase from FY24 estimates to FY25 estimates.

The 2024 Legislative Session starts on January 8. This 100-day per diem session is the second session of the 90th General Assembly.

Contact your legislator and build a working relationship before the session starts. Familiarity and working relationships are harder to build while advocating and in the middle of a busy season than they are now. A stitch in time.
