- The Senate and House passed a comprehensive tax reform package, HF 2317, that does not impact Local Option Sales and Services Tax (LOSST). The package does change Iowa’s Income and Corporate taxes.
- With the first legislative funnel behind us, the amount of new legislation introduced narrows and the amount of collaboration between the House and Senate widens. Expect to see fewer new bills introduced and more Appropriation and Ways & Means bills moving forward as we approach the second funnel, which is March 18.
- Stay in communication with your legislator. Legislators have more time now than previously to hear your concerns and discuss legislation. Legislation moving through the process at this point can move very quickly. Please let us and your legislators know how these bills impact your city.

HF 2296 | Right-of-Way Management Deregulation |
- Removes the ability for a city to require utilities to place their facilities in conduit as a condition of being in the right-of-way. Requires cities provide nondiscriminatory access to city-owned conduit.
- Passed out of the House and will be sent to the Senate where the companion legislation is eligible for a Floor vote.

SF 2322 | Cost of Redacting Public Records |
- Requires the lawful custodian of records to take reasonable measures to provide a record request at no cost other than copying charges. If a legal review is required, suggests that cities should only use legal review of confidential records and charge only reasonable fees for that review.
- Passed out of the Senate and will be sent to the House for consideration.

- The House, Senate, and Governor agreed to a tax reform bill this week which does not alter Local Option Sales and Service Tax. The bill does alter taxes on individuals, corporations and farm properties.

- Allows local governments to use construction manager-at-risk as an alternative to low bid for some construction projects.

SF 2266 | IPERS Retirement Cap Increase |
- Raises the earning limitation cap on IPERS retirement to $50,000 annually.
- Passed out of the Senate and will be sent to the House for consideration.

HF 2411 | Prosthetic Device Replacement |
- Requires workers’ compensation coverage to provide a permanent prosthetic limb if the first prosthesis needs to be replaced, the replacement is medically necessary and the original injury was compensable.
- Passed out of the House and will be sent to the Senate for consideration.
