- While the legislative session has not concluded, the amount of legislation being moved has diminished. Due to the lack of activity to report, this will serve as the last regularly scheduled Legislative Link. We will resume Legislative Link as updated session information emerges.
- League staff has started working on the 2022 New Laws of Interest which will be distributed and published in the coming months.
- Legislation that the Governor has signed becomes effective on July 1 unless the legislation provides for an alternative enactment date.

SF 2383 | Governor’s Workforce Housing Bill |
- Prevents a city or county from requiring an inspection of manufactured housing that has been inspected through federal regulations.
- Prevents a city from charging a fee related to parking meters or parking lots if a person lawfully displaying a license plate signifying that they are a medal of honor recipient, ex-prisoner of war, purple heart recipient or a disabled veteran. These parking enforcement restrictions do not prevent a city from enforcing other parking restrictions, such as emergency and snow removal routes.
- The legislature removed several divisions from this legislation that the League opposed, including the state building code preemption, veteran's property tax credits and Sections of Division 1 on four-fifths nonconforming use preemption.
- Has passed through both chambers and will be sent to the Governor.

American Rescue Plan Reporting Deadline: April 30 |
- NEUs who received ARPA dollars are required to submit their first report to the U.S. Treasury by April 30. This is required even if they have not yet spent funds.
- Please contact the U.S. Treasury regarding any tech issues or reporting issues. Any questions about the portal should be directed to SLFRP@treasury.gov. For login-related questions such as determining roles, contact COVIDReliefITSupport@treasury.gov. You can also call the U.S. Treasury at (844) 529-9527 for further assistance.
- In addition, the National League of Cities (NLC) has partnered with U.S. Treasury’s IT department to help expedite service tickets. Cities can send an email to SLFRFhelp@nlc.org. NLC will push these emails to the U.S. Treasury to TRY to get a resolution in a reasonable time frame.

Phishing Email Attacks Are Increasing |
- Reports indicate that cities and counties are seeing an increase in email phishing attacks containing malicious attachments or links. The best defense is email user vigilance and endpoint protection.
- The Iowa Office of the Chief Information Officer (OCIO) recommends that email users check messages for email addresses that are out of place, misspellings or poor grammar, unsolicited demands, or requests for information that appear out of place. The OCIO has created this email account to address questions of general cybersecurity: government.services@iowa.gov.
- Additionally, if you are suspicious about an email, you are encouraged not to download any attachments or not to click on links. Call the person you believe is sending you an email to confirm it is legitimate before opening the attachments.
