- Several changes were made to alcohol licensure laws during the 2022 legislative session. SF 2374 established the automatic renewal program for class E retail licenses. The League is hosting a training from the ABD on these changes and their impact to cities.

- The National Civility Summit for Local Government will provide local government officials, elected and appointed, with the tools and best practices needed to lead an engaged and participatory government.
- The summit will feature presentations from a variety of speakers discussing civility from the individual as well as the structural perspective for local governments.

- The 2023 legislative session will start on January 9. This will be the first session of the 90th General Assembly, with more than 50 new legislators taking office.
- Contact your legislator before session begins to talk about what your cities need from their state representation.
- The new General Assembly means new committee chairs and leadership votes. Many committees have new Chairpersons. See a complete listing of House Committee Chairs and Senate Committee Chairs.

- The Iowa Revenue Estimating Conference will meet prior to December 15 to make projections for the upcoming fiscal year.
- The Governor will utilize these projections to propose a budget. The legislature must wait until the March REC estimates are released to propose their budget.

As we enter the city budget season, itβs important to communicate this process with your state legislators, as they may have an interest in impacting city budgets at the state level. Personal finances and budgets are drastically different from that of public entities, but that may not be understood by policymakers or members of the public.
Like businesses, the workforce continues to be one of the largest cost drivers for cities. However, cities have recurring infrastructure costs, whether transportation or water infrastructure, that expose them to the price fluctuations of inputs and materials, such as concrete, steel and specialty-made parts.
