You Need to Know

  • Legislative leaders gave their opening speeches and outlined what they hoped to accomplish over the next 14+ weeks. In the Senate, remarks were made by President Sinclair, Minority Leader Jochum, and Majority Leader Whitver. In the House, Speaker Patrick Grassley, Minority Leader Jennifer Konfrst, and Majority Leader Matt Windschitl spoke. 

  • Governor Reynolds delivered her “Condition of the State” speech on Tuesday, where she outlined her main priorities for the 2024 legislative session, which include: reducing Iowa’s income taxes, modernizing the AEA system, and increasing childcare options in the state. Several of these goals were put into legislation later in the week as SSB 3038 and HSB 543. Notably, these bills contain a property assessment limitation for childcare facilities that can be approved by the county board of supervisors. 

  • Chief Justice Susan Christensen delivered the “Condition of the Judiciary'' on Wednesday morning, and Major General Benjamin Corell delivered the “Condition of the National Guard” on Thursday morning. All of the speeches are available through the Iowa PBS YouTube.

Capitol Pulse

  • The Administrative Rules Review Committee began at 7 a.m. on Monday, and the Chambers adjourned for the week early Friday morning, so it was a busy week for some. Presentations, social gatherings, and early legislative work kept legislators in Des Moines until the snow started to arrive. 

  • Next week, things speed up: more legislation will be introduced, committees will begin conducting business regularly, and the pace of subcommittee scheduling will increase greatly. 

  • Typically the first week of session is slow with only ceremonial work being performed. However, legislators hit the ground running with dozens of subcommittees and introducing nearly 200 pieces of legislation.

Prohibits cities from regulating certain residential building materials in most areas.
