Iowa Senate Proposes Major Tax Overhaul - Local Option Sales Taxes would shift to a state sales tax, but legislation diverts full penny back to local governments. Neither the House’s tax proposal, HSB 626, nor the Governor’s tax proposal, HSB 551, included sales tax alterations.

- The proposal impacts a wide variety of taxes, such as individual and corporate income tax. Most importantly to cities, the legislation restructures the existing local option sales tax as a new statewide sales tax and will be distributed to local governments. The intention is to have a uniform sales tax collected in all communities throughout the state and distributed to all communities.
- Revenue purpose statements will remain in effect until they expire or are amended by the city council.
- Future revenue purpose statements will be adopted through resolution by the city council rather than through a public referendum.
- Future revenue purpose statements must include 50% dedicated for property tax relief.
- The League is working with partners to understand the impacts of this significant change

- Removes a city’s authority to manage its conduit in certain circumstances. Prevents a governmental entity from requiring utilities to be located in conduit as a condition of being in the city’s right of way.
- The House file passed out of subcommittee and will be eligible for consideration by the House Information Technology committee.
- The Senate Study Bill passed out of subcommittee and is now eligible for consideration by the Senate Commerce Committee.
- The League is currently registered undecided on both of these proposals. However, a proposed amendment, which is not yet public, will make this legislation more restrictive and will likely lead to litigation against cities in the future. The League is communicating with legislators on this subject and will likely be opposed.

Automated Traffic Enforcement Legislation |
- There are four different legislative proposals that alter how automated traffic enforcement can be used. The proposals range from a total ban to reasonable regulations.
- SF 2062 required local governments to follow specific procedures and steps before implementation.
- SF 2078 provides specific guidelines for communities under 12K in population.
- SF 2061 bans out-of-state vendors operating automated traffic enforcement cameras.
- SSB 3012 bans the use of automated traffic enforcement outright.
- Each of these proposals has passed through a subcommittee. The League is working with the various senators who introduced these proposals to mitigate the negative impacts on local governments.

- Provides an additional project delivery model, construction manager-at-risk, for cities to utilize.
- Passed out of subcommittee and State Government Committee. Will be eligible for consideration on the House Floor.
