SF 2374 | Alcohol Retail Licenses |

Makes changes to the designations and applicability of various alcohol permit licenses, including fees. According to LSA’s fiscal note, this will entail revenue decreases to both the state’s general fund as well as local governments. However, due to variables that are unable to be predicted, specific decreases cannot be estimated.
Passed out of the State Government Committee in the House and will be eligible for consideration by the full House.

HF 2562 | Mobile Home Property Tax Exemption |
- Provides protections and benefits to mobile home park residents such as mandatory notification windows, denial of rent or sale agreements and enhanced protections for nonconforming use following a natural disaster.
- An amendment was adopted that struck the $9 million property tax shift contained in the square footage tax language. The amendment allows for the replacement of a nonconforming use in certain circumstances.
- Passed out of the House and sent to the Senate, where this is eligible for consideration by the full Senate.

- The Senate struck several divisions from this legislation that the League opposed, including Division 10 on state building code preemption, Division 8 on veteran's property tax credits and Sections 1 and 3 of Division 1 on four-fifths nonconforming use preemption.
- Please reach out to your Senators and thank them for amending this legislation in a positive way. Please contact your House Representative and urge them to adopt the Senate amendment.
- Passed out of the Senate and sent to the House and it has a companion version eligible to be voted on by the full House.

- Allows a city or county to request an expedited hearing in order to abate a bar that is a public safety nuisance under specific conditions, including repeat assaults, firearm discharge, or rioting caused by the patrons or ownership of the bar.
- Amended in the Senate to require a more direct link between an action of a patron and the accused bar in order to have the establishment declared a public safety nuisance.

- Requires the removal of a utility board member for specific reasons, subject to a unanimous city council vote, and exempts the city of Des Moines from these requirements.
