- The Legislative Session began on Monday. We encourage all of you to visit the Capitol to tour, see the process and meet with your legislators. It is essential that you be a resource of information about policies that impact the operations of cities and projects within your community.
- The first week was primarily ceremonial and social, with the pace of work picking up in the second week. Legislation could move quickly through the process, so it is important to reach out as soon as possible if you see a policy that impacts your community.
- On Monday, opening speeches were delivered by leadership in both Chambers. Leaders from the majority party highlighted various aspects of their agenda. One common theme was the need to look at property taxes.
- The Governor delivered her annual Condition of the State on Tuesday evening. Her speech primarily focused on education and the realignment of state government. You can read the speech here.

The Iowa House has released the first draft of its property tax reform legislation.This bill will receive a subcommittee in the following days or weeks, which will be the opportunity for input from the public and impacted organizations.

SF 10 | Land Redevelopment Trust Act |
- Creates and authorizes cities to utilize Land Redevelopment Trusts (LRT).
- LRTs focus on redeveloping chronically blighted or dilapidated properties that have not seen private investment.
- Grants special powers to the LRT, which allow local governments to acquire and sell property, clear delinquent taxes, recapture increases in taxes for the purposes of furthering the LRT.
- The League is registered in support and will be proactively advocating in support of this legislation.

HSB 16 & SF 46 | Cybersecurity Infrastructure as an Essential Corporate Purpose |
- Companion legislation was filed in the House and Senate, each seeking to add equipment and software necessary to protect municipal governments from cybersecurity attacks.
- The League is registered in support of this legislation and will be working to provide these tools to local governments.
